The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The chain of contrasting events captured the bleak nature of the current period. By day, political struggles are waged: optimistic declarations are released from multiple capitals. Immense energy is devoted on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a capacity provided through current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats streaked across the sky – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense engaged: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by Western nations. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: possibly the approaching threat won't cause damage this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Soon after, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – most likely Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its objective.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, destruction and heating outages in many homes as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The detailed framework from US administration generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new approach from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, certainly, endure.

Strategic Calculations

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration works based on a principle understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unrealistic to compel Moscow to surrender the areas that it already controls in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does little to deter Moscow, through diplomacy or military means, from thinking that the situation will not change more in its benefit in the coming year.

Opposing Positions

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but avoiding a entire defensive failure until conditions improve in its favour.

Current Realities

Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their focus does not move to internal issues. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.

These two forces are guiding negotiations.

Summary and Prospects

It took a just a single week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
