The nation's impressive new West African Art Museum (Mowaa) has landed in the crosshairs of area political conflicts during the time it was supposed to – but was unable – to begin operations to the general public for the first time.

The Major Initiative

The six-hectare campus is located in the core of Benin City, capital of the southern state of Edo – and includes an excavation site and facilities designed by celebrated Ghanaian-British architect Sir David Adjaye, particularly noted for the National Museum of African American History and Culture that began operations in Washington in 2016.

It has been five years in the creation – and is designed to honor both the heritage and the modern times of artistic expression in the locale known for the historic artworks, artworks taken from the royal palace by UK forces in the nineteenth century.

Setup and Prospects

It is remarkable – and before the scheduled opening, Mowaa was buzzing with workers determined to show it is a place that can compete with well-known museums and galleries in the Europe and America.

Inside conservators meticulously unwrapped artworks from protective packaging, checking each item and taking meticulous records before positioning them on exhibition areas and stands.

Experts calibrated climate control systems. In the research lab, officers adjusted instruments meant to maintain centuries-old objects.

Investment and Economic Plans

The initiative has been the idea of entrepreneur Phillip Ihenacho – now Mowaa's managing director.

"I aim us to have a significant economic benefit on area populations around here," he explained to media outlets, mentioning that he hoped to make Benin City "a tourism center."

Mowaa, a not-for-profit Nigerian institution, aims at creating more than 30,000 direct and indirect jobs and providing more than $80m per year to the regional creative economy through collaborations and programming.

Financial Support and Government Issues

It has required $25m to reach this point – capital raised from various contributors, including the French and German governments, the UK museum and the local administration.

But now the state authorities has withdrawn support from under it – canceling the occupancy of the site on which the facility was constructed.

An government communicator clarified this was because in the early agreements it had referred to itself as the Edo-named institution – and it had since removed "the state identifier" from its designation.

Demonstrations and Government Action

This statement came after protests on the weekend, when activists stormed the complex insisting it be designated the Benin Royal Museum.

A boisterous assembly insulted international visitors at the museum ahead of the inauguration – forcing them to be hurried away under official guard.

National leader Bola Tinubu has even intervened to work to address the dispute, setting up a presidential committee to manage the situation.

Administrative Challenges

But how has this turned into so controversial – and such a PR disaster?

Much of it results from internal conflicts at a regional government level, as it was the former state leader Godwin Obaseki – whose governance concluded the previous year – who was a primary advocate of the project.

And it appears the administration of the recently elected official, a key associate of the area king, referred to as the traditional leader, may want more of a stake in the venture. The protesters on Sunday, for case, were insisting that the institution be put under the supervision of the royal leader.

The Cultural Artifacts Debate

This brings into focus the controversial matter of the cultural artifacts, one of the region's most renowned artistic heritage.

Because although the museum does ultimately open, these bronzes will be noticeably missing.

They are metal, ivory and wooden carvings that once decorated the royal palace of the historical empire before British soldiers took them in 1897 during a punitive expedition.

Today, numerous continue to be scattered across institutions in the West -- including the British Museum, German museum and the American museum.

Return Initiatives

Their return has become one of the most disputed discussions in the international art community. Roughly 150 have now come back – and further are expected to return.

When proposals for the facility in Benin City were initially revealed in the pre-pandemic era, the key players on the national arts community expected it would become their natural home – a state-of-the-art facility to exhibit them to the international community.

But the waters were muddied two years ago after the national authorities stated that the royal leader would be the rightful owner of repatriated artifacts – and the royal household pushed for a facility under the monarch's supervision, contrary to the preferences of the ex-leader.

Strategic Positioning

This left Mowaa in a delicate position: maintaining a clear stance on restitution while remaining diplomatic on custodianship – and stressing its larger purpose, which led to|c
